Korea’s Industrial AI Push Gets Coordinated as 3 Ministries Launch AX Programs

South Korea is tightening coordination across its industrial AI policy as the government attempts to move artificial intelligence beyond experimentation and into factory floors. A new joint program led by three ministries bundles multiple AI transformation initiatives (AX) under one framework, targeting areas such as AI agents, smart factories, and industrial automation. The structure signals a stronger push to accelerate real adoption across Korea’s manufacturing ecosystem.

South Korea Moves to Coordinate Industrial AI Policy Across Government

South Korea is moving to align its artificial intelligence policy across key economic ministries as the government accelerates efforts to deploy AI across industrial production.

The Ministry of SMEs and Startups (MSS), Ministry of Science and ICT (MSIT), and Ministry of Trade, Industry and Energy (MOTIE) announced that they will jointly publish a unified portfolio of AI Transformation (AX) programs worth about KRW 423 billion (USD 320 million). The announcement covers 11 programs designed to support AI adoption across manufacturing and industrial sectors.

The ministries said the integrated announcement is intended to make it easier for companies to identify and participate in government AI initiatives. In previous years, firms needed to monitor separate funding announcements from each ministry.

The new consolidated announcement will begin on March 19, with detailed participation guidelines published through ministry and affiliated agency websites. A joint program briefing for companies is scheduled for March 25 in Seoul, with the session also streamed online to allow participation from regional firms.

The initiative builds on a memorandum of understanding signed in October 2025, in which the three ministries agreed to cooperate as a “one team” to expand AI transformation across Korea’s industrial sectors.

AI Policy Focus Shifts Toward Manufacturing and Industrial Deployment

The programs included in the integrated announcement reflect policy emphasis on applying AI directly to industrial operations.

Among the AI Transformation initiatives included are:

  • AI agent development programs
  • AI application rapid commercialization support (AX-Sprint)
  • Industrial AI solution demonstration and deployment
  • AI voucher support programs
  • AI virtual convergence innovation projects
  • Smart factory initiatives

According to the ministries, these programs aim to expand AI adoption in operational environments such as manufacturing production planning, supply chain management, and inventory operations.

The approach reflects a broader government push to bring AI into factory workflows and industrial systems. Korea has previously promoted smart factory initiatives to digitalize SME manufacturing, and the AX portfolio adds a new layer of AI capabilities on top of those efforts.

AI Agents Become a New Focus of Korea’s Industrial AI Strategy

One of the most prominent additions in the 2026 portfolio is a set of AI agent programs that will be implemented differently by each ministry.

The ministries described AI agents as systems capable of autonomously planning and executing strategies to achieve human-defined goals without continuous external intervention.

Each ministry will focus on different application areas.

The Ministry of SMEs and Startups plans to support multi-AI agent technologies for SME manufacturing sectors and consumer-facing industries such as food, beauty, and pharmaceuticals. The program is designed to strengthen the ability of AI systems to handle complex or unstructured industrial tasks.

The Ministry of Science and ICT will focus on core agentic AI technologies in sectors with strong public impact. The announcement cited examples such as medical ultrasound systems and consultation services.

The Ministry of Trade, Industry and Energy plans to develop and test AI agents designed for operational use in factories. Target tasks include production planning, supply chain management, and inventory operations.

The distribution of responsibilities reflects each ministry’s traditional policy scope. MSS focuses on SME manufacturing, MSIT on AI technology development, and MOTIE on industrial deployment.

AX-Sprint Program Aims to Accelerate Commercialization of AI Products

The integrated announcement also introduces a program called AX-Sprint, which aims to speed the market launch of AI-enabled products and services.

The ministries will pursue different implementation strategies.

MSIT plans to support AI convergence in sectors closely related to everyday life as well as network and security technologies.

MOTIE will promote the application of AI to products used in both industrial environments and daily life. Examples mentioned include inspection robots used in manufacturing equipment.

MSS plans to support the distribution of AI solutions that enable process innovation in SME manufacturing environments.

The program reflects an effort by policymakers to generate visible AI deployment outcomes rather than limiting support to early-stage technology development.

Smart Factory and AI Voucher Programs Remain Core Infrastructure

Several existing government initiatives will continue within the integrated framework.

The Smart Factory program, led by MSS, provides AI systems tailored to individual manufacturing sites, particularly targeting SMEs and mid-sized companies.

MSIT will continue operating the AI Voucher program, which provides companies with access to AI technologies, cloud infrastructure, and data resources through government-supported vouchers.

The ministry will also continue the AI Virtual Convergence Industry Innovation Project, which supports AI service development and demonstration using virtual convergence technologies.

Meanwhile, MOTIE plans to expand its Industrial AI Solution Demonstration and Deployment program, which applies AI technologies directly to manufacturing sites in order to generate measurable operational outcomes.

Integrated Announcement Designed to Reduce Administrative Friction for Companies

Government officials said the integrated announcement is intended to simplify the process for companies seeking to access AI-related government programs.

In the past, firms had to track announcements from individual ministries and evaluate each program separately.

Under the new framework, companies will be able to review major AX programs across ministries through a single announcement.

The ministries said this structure is expected to improve participation convenience for businesses, including AI companies and manufacturing firms seeking to adopt AI technologies.

Regional Industrial AI Programs Expected Later in 2026

The ministries also indicated that additional regional initiatives will follow.

Once feasibility reviews are completed, the government plans to jointly announce regional AI transformation projects in April. These include programs such as AX demonstration valley development and regional hub AX innovation technology development.

The initiatives aim to expand AI deployment in regional industrial clusters and manufacturing ecosystems.

What the Policy Signals for Korea’s Startup and AI Ecosystem

The integrated AX announcement illustrates a policy shift in how South Korea is approaching artificial intelligence deployment.

Much of the early AI policy discussion in Korea focused on model development, infrastructure, and research capacity. The AX portfolio places stronger emphasis on operational applications inside factories and industrial systems.

For startups, the programs create potential entry points in areas such as industrial AI software, robotics systems, workflow automation, and manufacturing optimization.

The initiative also reflects an effort by policymakers to reduce fragmentation across ministries, a structural issue that companies have often cited when navigating government innovation programs.

Whether the strategy delivers measurable impact will likely depend on how effectively AI solutions can be integrated into manufacturing environments, particularly among SMEs that form a large share of Korea’s industrial base.
