Korea Shields Export SMEs with Three-Tier Support Amid U.S. Tariff Challenges

As global trade headwinds intensify, Korea is moving quickly to shield its export-driven small and medium-sized enterprises (SMEs) from the growing impact of U.S. tariff measures and shifting market conditions. The Korea SMEs and Startups Agency (KOSME) has introduced a special post-management program designed to detect early signs of distress and provide tailored measures that support business stabilization.

U.S. Tariff Impact: KOSME Launches Special Post-Management for Export SMEs

The Korea SMEs and Startups Agency (중소벤처기업진흥공단, KOSME) announced on August 22, 2025, that it has begun a special post-management initiative, running until September 5, 2025, to help SMEs manage the heightened risk of insolvency stemming from U.S. tariffs and other global trade disruptions.

The move reflects Korea’s broader strategy to preemptively stabilize vulnerable export companies and ensure that public policy funding translates into tangible recovery outcomes.

Three-Tier SME Classification System

Under the program, KOSME will conduct status assessments of companies that previously received export-related policy funds, such as the New Market Entry Support Fund. Firms will be classified into three categories:

  • Normal — operating without signs of distress.
  • Recoverable — showing risks but eligible for rehabilitation with support.
  • Non-recoverable — unable to normalize operations under current conditions.

This three-tier SME classification system enables customized responses for each group rather than applying uniform remedies.

Tailored Measures: Debt Restructuring and Recovery Tools

For companies deemed recoverable, KOSME will prioritize loan repayment adjustments and linkages to additional policy financing, helping stabilize operations and reduce insolvency risks.

For firms classified as non-recoverable, the agency plans to move quickly with debt restructuring through the Restart Fund, providing an opportunity for entrepreneurs to restart operations without prolonged financial burden.

Kim Il-ho, Director of Corporate Finance at KOSME, emphasized:

“The core goal is to diagnose SME risks at an early stage and deliver timely support that maximizes the recovery prospects of those with rehabilitation potential. We will continue to expand proactive post-management to strengthen the effectiveness of policy fund execution.”

Reinforcing Korea’s Position as Reliable Trade Partner Amid U.S. Tariff Challenges

Export SMEs play a central role in Korea’s startup and innovation ecosystem, often serving as the bridge between early-stage product development and global commercialization.

With U.S. tariffs intensifying competitive pressures, measures such as KOSME’s special post-management are crucial for maintaining trade resilience and preserving the growth pipeline for Korean companies seeking overseas expansion.

By combining early diagnosis with flexible tools such as SME debt restructuring and tailored policy financing, Korea is signaling to global markets that it is prepared to intervene swiftly to protect its exporters. The approach not only mitigates immediate risks but also reinforces Korea’s positioning as a reliable trade partner in uncertain times.
