The Seoul city government has announced a comprehensive policy strategy aimed at accelerating the growth of the artificial intelligence (AI) industry. As part of the initiative, the city aims to train 10,000 AI professionals each year while establishing an AI technology hub that integrates work, living, and leisure.
The strategies were unveiled by Mayor Oh Se-hoon during the AI Seoul 2025 conference at COEX in southern Seoul. The city government has outlined seven key tasks to achieve its vision of an AI powerhouse, focusing on talent development, infrastructure expansion, investment growth, industry convergence, and globalization.
Addressing Korea’s AI Competitiveness
A recent report by the U.S.-based Boston Consulting Group placed Korea in the second tier of AI development, behind global leaders such as Canada, China, Singapore, the United Kingdom, and the United States. In response, Seoul is taking proactive steps to close the gap.
To meet the rising demand for AI expertise, Seoul government plans to educate 10,000 AI specialists annually. This includes 4,000 trainees through the Seoul Software Academy and 6,000 through university programs. Additionally, a new scholarship program worth 600 million won ($413,000) will be launched this year to support 60 students pursuing AI-related master’s degrees.
Building Seoul AI Tech City
A key component of the strategy is the creation of Seoul AI Tech City within the Yangjae AI Innovation District in southern Seoul. Slated for construction beginning in 2028, this high-tech hub will house domestic and international graduate schools, leading research institutes, and a mix of cultural and residential spaces designed to foster AI innovation.
Boosting AI Investments
Recognizing the importance of funding in AI development, the Seoul city government plans to establish a 500 billion won ($344 million) AI fund by next year. This initiative aims to attract both local and international investors to fuel AI startups and research in the city.
Seoul Mayor Oh Se-hoon said in the conference, “In a situation where the focus of future cutting-edge industries is on AI, I will prepare so that AI companies can make bold investments and use strategies,” and “I will work to reorganize all industries around AI so that Seoul can leap forward as the center of one of the top three global AI powerhouses.”
Seoul’s ambitious AI strategy is set to position the city as a major AI hub in Asia, driving innovation and economic growth in the sector.
