In the thriving tech city of Gwangju, South Korea, the Artificial Intelligence Industry Cluster Agency, or AIICA, is propelling the Korean industry towards becoming a global powerhouse in AI technology. Set up in 2017 as part of a government initiative, AIICA’s mission is to cultivate a robust ecosystem that nurtures innovation and drives the commercialization of groundbreaking AI solutions.
From its state-of-the-art headquarters in Gwangju’s High-Tech District 3, the agency has launched numerous initiatives to propel the region to the forefront of AI innovation. AIICA facilitates collaborations between academia and industry, accelerating the transfer of transformative ideas into real-world applications that could reshape various sectors.
One of AIICA’s crowning achievements is the establishment of the AI Innovation Hub, a state-of-the-art facility located in Gwangju’s High-Tech District 3. This hub is a dynamic nexus where brilliant minds from diverse disciplines converge, fostering cross-pollination of ideas and driving technological breakthroughs.

Key Functions and Roles of AIICA
- Research and Development Support:AIICA facilitates cutting-edge AI research by providing funding, resources, and guidance to universities, research institutes, and companies. This support has enabled the development of innovative AI technologies, such as chest medical image analysis systems and intelligent robotics.
- Industry Collaboration:Promoting collaboration among academia, industry, and government, AIICA accelerates the transfer of technology from research to market application. This synergy ensures that advancements in AI are effectively utilized across various sectors.
- Policy Development:AIICA advises government bodies on regulatory frameworks and ethical guidelines, creating a conducive environment for AI innovation while addressing intellectual property and ethical AI usage concerns.
- Talent Cultivation:AIICA supports educational and training programs to cultivate AI talent. Partnerships with academic institutions help develop curricula that meet industry demands, ensuring a steady supply of skilled AI professionals.
- International Cooperation:AIICA fosters international cooperation by facilitating global partnerships, participating in international projects, and promoting knowledge exchange and best practices.
- Infrastructure Development:AIICA assists in building necessary infrastructure, including data centers, testing labs, and innovation hubs, providing foundational support for AI research and development.
- Promotion and Marketing:AIICA promotes the AI industry through exhibitions, conferences, and marketing campaigns to attract investment and partnerships.
Initiatives & Success Stories
In 2023, AIICA, in collaboration with the city of Gwangju, selected 43 companies to support AI startups with prototype production expenses and advancement project expenses. Projects supported include chest medical image analysis systems, face-to-face consultation recording solutions, intelligent rail robots, and cup-collecting machines.
Among the notable successes, 2Digit, a financial AI startup, achieved a significant milestone by ranking 12th in an AI machine reading competition, surpassing tech giants like Google, Facebook, and Microsoft. Additionally, Muhan IT and inDJ have made strides in international markets, demonstrating the effectiveness of AIICA’s support.
In September 2023, just six months after taking office, Director Kim Jun-ha, who is leading the business group, signed a business agreement with Microsoft (MS), a global IT company, to create a business cooperation model, and visited Canada in person to network with AI-related institutions, companies, universities, and organizations. This move is receiving attention from global AI companies. In addition, AIICA plans to establish cooperative relationships with global AI companies such as Amazon Web Services (AWS) and NVIDIA.
The agency also provides full support to startup companies, focusing on the ‘AI Startup Camp’, which is the cradle for AI start-up companies. Free rent and management fees are provided to companies occupying the camp. Currently, 73 companies are moving in, and through collaboration with private accelerators (ACs) and venture capitalists (VCs), AIICA is providing education, consulting, and other support to foster startups and support commercialization and investment.
AIICA is especially focusing on introducing the Gwangju AI industry ecosystem to the global market and establishing a foundation for cooperation with global AI companies. After signing a business agreement with MS last July, AIICA plans to jointly promote large-scale AI model-related events such as AI hackathons and cooperate to hold technology seminars and IT conferences. In addition, AIICA plans to speed up the use of its cooperative network to promote strategic partnerships and joint projects with Canadian AI-related institutions, companies, universities, and organizations.

AIICA aims to continue supporting companies in developing competitive AI products and services, making Gwangju a central hub of the AI industry. The agency is committed to pursuing business through change and disruptive innovation, developing the AI industrial convergence complex into a global AI ecosystem center. AIICA is dedicated to spreading the AI industrial convergence ecosystem through these efforts and realizing the vision of “Gwangju, a city of opportunities for tomorrow.”
